Aircraft Maintenance Supervisor - Mosquito Control

Major Functions

The County of Volusia is seeking an experienced Aircraft Maintenance Supervisor for the Mosquito Control Division. This position is located in New Smyrna Beach, Florida, and will be responsible for supervising and performing the maintenance and repair of rotor wing aircraft in accordance with manufacturer specifications and the Federal Aviation Administration (FAA) standards. The candidate must be detail-oriented and understand that this position may require extended work hours and some work at off-site locations for repairs/return to the hangar. The position is required to coordinate support all aerial missions, including safety, flight following, associated application equipment, loading, , maintenance and coordination of fuel farm, acquisition of related items and other miscellaneous duties.

• Supervises, plans, coordinates, and schedules the servicing, maintenance, and overhaul of departmental aircraft and associated systems. Supervises and performs all aircraft shop work procedures.
• Coordinates scheduling, budgeting and supervision of contract vendors.
• Ensures compliance with FAA aircraft maintenance regulations (Federal Aviation Regulations -FARs), manufacturers' bulletins and all required service procedures.
• Maintains all related log books and records and submits necessary reports.
• Maintains FAA and manufacturers' manuals and technical data.
• Develops and oversees programs for aircraft maintenance and repair; performs and certifies work on airframe and power plant with FAA inspection authority; fulfills requirements as director of maintenance for commercial FAR Part 135 certificate, as well as compliance of FAR 119.69 (a) and FAR 119.71 (e)(1)(2) (e.g. qualified management and technical personnel to ensure the safety  of its operations). 
• Prepares the necessary documents required by the FAA after the incorporation of any major repairs or alterations and files them with the FAA as required.
• Maintains inventory control of aircraft equipment, parts and supplies. Orders and issues spare parts. Inventory includes specialized spray systems and associated equipment as well as aviation inventories. 
• Supervises aircraft maintenance section, skilled trade staff, performs evaluations, manages aircraft and spray equipment maintenance, and associated equipment.
• Oversees maintenance of stationary and mobile fuel tanks (Jet A) and ensures compliance with regulations. 
• Leads various projects and programs, plans and organizes research, oversees projects, reviews documents, analyzes data, and uses information to improve operations. 
• Ensures mission operational support is scheduled, coordinated and implemented.
• Writes standard operating procedures, protocols, and practices, for helicopter maintenance and repair. 
• Oversees the quality of data and accuracy of records in Lucity, other software programs, and FAA and Florida Department of Agriculture and Consumer Services (FDACS) documentation.
• Coordinates with stakeholders to develop and implement responses to events or incidents with aerial or ground support during aviation operations. 
• Develops and oversees programs for ground equipment maintenance and repair.
• May be required to operate equipment, such as a forklift, aircraft tug, or crane to facilitate loading, maintenance, or repair operations.
• May be required to fabricate custom tooling for special jobs.
• May be required to perform overhaul functions on aircraft components.
• May oversee programs for facility maintenance, repair, and replacement.
• Prepares presentations for workshops and other meetings.
• Will assign operational-ready aircraft for Mosquito Control training, equipment calibration, and associated missions.
• Responsible for wearing the appropriate Personal Protection Equipment (PPE).
• Attends work on a continuous and regular basis.
• Responds to emergency situations.
• Must adhere to Federal, State, County, and Local ordinances.
• Performs other duties as assigned

Minimum Requirements

Graduation from high school or possession of a GED and six (6) years’ experience as a certified aircraft maintenance technician; four (4) years’ experience with turbine engine helicopters; and one (1) year experience with Bell Helicopter model 206 or MD Helicopter model 520.

Must possess a federal aviation administration (FAA) airframe and powerplant license.

Must possess a current Inspection Authorization rating or able to obtain within 6 months of appointment and maintain thereafter.

Must meet all FAA requirements as director of maintenance for a commercial FAR Part 135 certificate.

Must obtain certification in FDACS Public Health Pest Control within six (6) months of appointment and maintain thereafter.

Must possess a set of professional tools appropriate for the maintenance of Bell 206 and MD 520N helicopters.

Must possess a valid driver’s license at time of hire.

Must obtain a Florida driver’s license within 30 days and maintain thereafter.

Knowledge, Skills & Abilities

• Knowledge of the principles, methods, procedures, techniques, and FAA regulatory requirements and controls related to the maintenance, repair, and overhaul of fixed wing and/or rotor wing aircraft.
• Knowledge of the potential occupational hazards and safety precautions related to working with aircraft, mosquito control equipment, pesticides, and ground support operations.
• Skilled in the repair, maintenance, and overhaul of aircraft in compliance with FAA regulations and certification requirements.
• Ability to effectively supervise, train, monitor, and evaluate the work of skilled and unskilled personnel.
• Ability to utilize computerized technical data, electronic manuals, ATP regulatory programs, and maintenance management and tracking software.
• Ability to communicate effectively, both orally and in writing.
• Ability to establish and maintain effective working relationship.
• Ability to effectively prioritize workload.
• Ability to work under stressful conditions.
• Must be able to relocate to other county locations based on operational needs. 

ADA REQUIREMENTS:

Physical Demands: Ability to perform essential duties and responsibilities and meet the minimum qualifications. Ability to lift, carry, push, and pull 50 pounds. Ability to see, hear, walk, stand, crouch, bend, stoop, kneel, smell, climb, reach, handle; manual dexterity. Visual acuity (peripheral vision, depth perception and color acuity) necessary to operate motorized vehicle, read schematics and ensure close tolerances and specifications are met working with aircraft components.
       
Environmental Demands: Inside and outside work. Ability to tolerate inclement weather including heat, rain, humidity, cold), fumes, odors, noise, vibration, and dust. Potential exposure to chemicals, pesticides, confined spaces, welder flash, grinding dust, hot engines and sandblasting.
 
Mental Demands: Ability to read and comprehend technical manuals and instructions; safety instructions, schematics; instructions, procedures, memos. Ability to perform shop math. Ability to write at a level to relay information, instructions, data, details and ideas. Ability to speak clearly and concisely to relay instructions, directions, details, and information.
