Metrea Special Aerospace provides a full range of aerospace solutions - from integrated C5ISR to specialized rotary wing training to special mobility logistics. We own and operate a fleet of King Air and Challenger aircraft and support the U.S. and allies and partners around the globe.

 

Position Summary 

The APRS supervises and advises technical guidance to PAF personnel performing powerplant duties and evaluates the technical training program. Evaluates maintenance operations and facilities for compliance with directives, technical manuals, work standards, safety procedures, and operational policies with a focus of the skills of an US Army MOS 15B Aircraft Powertrain Repairer (including classroom academics and hands-on demonstration). Trains and advises maintenance trend analysis and applies production control, quality control and other maintenance management principles, and procedures to aircraft engine maintenance and shop operations. Instructs personnel and conducts technical training in aircraft engine system maintenance, supply and safety techniques. Trains PAF on removal, replacement, services, engine assemblies or components, disassembly, repairs, diagnostically test turbine engine systems, subsystems and components according to drawings, blueprints, directives, technical manuals. Assists in troubleshooting engines and rigging engine controls.  

 

Role and Responsibilities 

  • Provide, and train MTP support of test flights and maintenance ground runs as the PAF assumes responsibility for AH-64D/E maintenance. Mentor PAF future MTPs prior to attending the Ft. Novosel AH-64E MTP Course. Perform TI and Production Control duties of the maintenance being performed by the PAF as their maintainers lack the specific expertise and experience to safely perform TI duties. Provide classroom, over-the-shoulder training and hands-on training to maintenance personnel on all AH-64D/E related maintenance tasks. Perform additional informal maintenance training of PAF personnel as they perform daily maintenance and scheduled inspections. Train and advise the PAF on maintenance records, forms and log-book tracking. The TAFT will ensure that maintenance is conducted by the PAF IAW the standing Air Worthiness Release (AWR). 
  • Conduct a progressive AH-64D/E academic, simulator and aircraft hands-on in-flight training that includes tactical employment for PAF pilots. Train in all modes of flight with a special emphasis and development on attack reconnaissance and gunnery operations. The primary focus of this objective is to qualify PAF pilots to the local equivalent of Readiness Level 1 in all modes IAW with US doctrine and training materials, and local directives and training strategies.
  • Advise and assist the PAF to establish an effective AH-64D/E standardization, training and sustainment program. Train PAF Instructor Pilots to be able to continue the AH-64E training programs after TAFT mission completion.
  • Advise and assist the PAF to establish effective AH-64D/E specific Logistics, Sustainment, Aircrew Life Support Equipment (ALSE) and Aircraft Ground Servicing Equipment (AGSE) programs.
  • Support the development of PAF SOP for AH-64D/E handling, transportation, associated training, maintenance and administrative support.
  • Perform safe-for-flight release responsibilities. Two TAFT members (senior maintenance advisors or MTP) will be appointed in writing to conduct safe for flight release TI duties. PAF personnel are not formally trained on TI duties. Provide training and mentorship to PAF maintenance personnel on TI duties for self-sustainment.
  • TAFT members are authorized to demonstrate, train, and assist PAF how to perform specific maintenance and repair tasks to be performed as part of their academic and hands on instruction. The TAFT are not authorized to perform regular AH-64D/E maintenance and repairs in lieu of PAF personnel except as detailed above. 

Skills and Experience 

  • This is not a flying position. 
  • Must be previously qualified as a school trained Aircraft Powerplant Repairer (Army MOS 15B) with a minimum of Army 30 level, or equivalent (Civilian or military equivalency will be considered on a case-by-case basis)..
  • Must have at least five (5) years of experience as an Aircraft Powerplant Support Equipment mechanic (15D). 
  • Must have at least five (5) years’ experience in supervising/instructing Aviation Powerplant maintenance programs.
  • Must be capable of providing expert-level technical mentorship to PAF AH-64D/E Senior Leaders, Engineering Officers, and Senior Maintenance Technicians.
  • Highly desired to have worked in Aviation Support Battalion, Aviation Intermediate Maintenance, T700/401D series engines. 
  • Highly desired, AH-64Ev6 previous maintenance experience.
  • Previous Security Assistance Team experience is desired.

  • Flight time and operational experience will be considered to meet the experience stated above based on a records review by the GFR IAW DCMA INST 8210-1D.
  • Must meet instructor qualification requirements IAW TR 350-10, TR 350-70.
  • Contractors performing flight operations in the role of Rated Crewmember (Instructor Pilot, Instrument Flight Examiner, Standardization Instructor Pilot, Maintenance Test Pilot, Functional Check Pilot) or Non-Rated Crewmember (Flight Engineer Instructor, Flight Instructor, Crew Chief) shall adhere to minimum qualifications as prescribed by DCMA INST 8210.1D.
  • All flying Contractor members must meet the qualification requirements of DCMA INST 8210.1D (AR 95-20) dated February 6, 2023.  
  • All Contractors must be able to conduct effective classroom and non-classroom formal and informal training to PAF in their areas of expertise.
  • Contractor personnel performing work under this contract shall be able to read, write, speak, and understand the English language to effectively carry out all requirements associated with this PWS. They shall have a command of both the written and spoken English language to properly, clearly, and effectively communicate in person or via electronic devices (telephone or Email) with co-workers, customers, and the public.
  • Anti-Terrorism Program for Contractor Personnel Traveling Overseas. US based contractor employees shall complete JS-US007-14 - Level I Antiterrorism Awareness Training Course prior to travelling to Poland. The training is available at:   IAW PARC Policy Alert 14-33, Homeland Security Presidential Directive 12 (HSPD-12).
  • OPSEC Training. Per AR 530-1, Operations Security, new contract employees shall complete Level I OPSEC training within 60 calendar days of their reporting for duty and annually thereafter.  
  • Theater Clearance: The Contractor will meet all requirements for travel to Morocco listed in the Electronic Foreign Clearance Guide ( ) for all TAFT and company personnel. The Contractor will request Theater Clearance via the Aircraft and Personnel Automated Clearance System (APACS),   . Travel Tracker/Individual Antiterrorism Plan (TT/IAP) is not required for US Army Personnel or US Army Contractors.

Position Type and Expected Hours of Work
 
This is a full-time position. The contractor shall be responsible for providing services, between the hours of 7:30 AM – 4:30 PM Poland local time, Monday through Friday, except holidays or when the Polish government facility is closed due to local or national emergencies, administrative closings or similar government directed facility closings. To accommodate night-time flights, with preapproval by the COR, the contractor may establish shift work hours to accommodate mission schedule requirements. No overtime (OT) is authorized. Contractor personnel shall not exceed a 40-hour work week without COR notification and approval; flexible work schedule may be considered.

The Contractor Site Lead may adjust the duty day start and end times based on local requirements. The Contractor Site Lead shall designate an alternate duty location for non-holiday PAF facility closings. If time or location are adjusted, the Contractor must coordinate with country’s Government and COR.

Foreign Area Counter Terrorism (FACT) Course Training (five [5] business days). Security Assistance Team Training Orientation Course (SATTOC)e Training (five [5] business days). The Contractor shall report to Building C3832, Ardennes St., Fort Liberty, NC to attend the FACT /SATTOC courses after training development and immediately prior to deploying. TAFT members may be required to participate in evasive driving training and handgun firing range training while attending the FACT course. If the FACT training dates do not correspond with the required start date, another location may be selected at the discretion of the COR.

Period of Performance:  The Base Year Period of Performance for this contract will consist of one (1) year (12 Months) with four (4) Option Years (48 months).

TAFT personnel are prohibited from participating in any combat or combat-related mission. TAFT personnel are also PROHIBITED from participating in any operational missions of any kind except as may be required in the conduct of on-the-job training in the operation and maintenance of equipment or supporting systems.  All requests and/or participation in operational missions will be discussed with the COR prior to performing and the details shall be included in the contractor’s monthly reports to the COR.

TAFT personnel are PROHIBITED from participating in any flying exhibition on PAF aircraft, unless providing instruction or training to an PAF pilot during such events. All requests and/or participation in the flying exhibition will be discussed with the COR prior to performing and the details shall be included in the contractor’s monthly reports to the COR.

The work to be performed under this contract will primarily be performed at the Inowroclaw Air Base, Poland (primary). Pre-deployment and post-deployment performance shall be accomplished at CONUS locations.

The Contractor may be required to perform at alternate locations throughout the country to support collective training activities. Trips to alternate locations (outside 50-mile radius of the place of performance) must be preapproved by the COR. The contractor should be prepared to conduct trips to support training. Each off-site outside 50-mile radius will be considered TDY.

Travel requirements are: Generally, None. However, TDY by exception with COR Approval and Funding
