GENERAL PURPOSE   

Perform managerial, supervisory, operations, planning, construction, maintenance, policy and regulation enforcement, safety, contract, financial, administrative, business development, and public relations duties for City owned Airport and Fixed Based Operator (FBO).

SUPERVISION RECEIVED: 

Works under the general supervision of the Public Works Director.

 

SUPERVISION EXERCISED 

Supervises FBO and Airport Operations personnel, community service workers, and temporary employees as required.

Plans, directs, coordinates and administers all functions and activities at the Steamboat Springs Airport/Bob Adams Field on a 24-hour, 365 day-a-year basis.

Manages assigned operations to achieve short and long term goals within available resources; organizes workloads and staff assignments; hires, trains, and disciplines and evaluates full-time and part-time staff.

Develops, maintains and implements short and long range plans including: security plans, emergency plans, and development plans for the expansion of the Airport to meet the present and future needs of the city.    

Gathers and prepares data for studies, grants, reports and recommendations. 

Reviews and revises the Airport Master and Capital Improvement Plans to ensure that airport facilities keep pace with advances in aviation technology and meet FAA requirements and standards.  

Coordinates airport division activities with other departments and agencies (including emergency, mutual support, and maintenance) as needed.

Communicates official plans, policies and procedures to staff, and the public.

Conducts economic research, reviews surveys and economic forecasts and analyzes airport/regional air traffic trends as a basis for formulating landing fees, rates, charges and terms for airport facilities and services.

Negotiates, prepares, and administers vendor lease and fuel agreements, airport tenant leases, and recommends contract/lease negotiations to the Director of Public Works.

Develops pro-active marketing and public relations efforts to recruit new airport businesses and to generate revenue streams with the objective of making the airport self-sustaining.

Promotes, develops, and encourages general aviation and aviation related industries in the Steamboat Springs and Routt County area.

Develops, submits and supports annual and five year budgets and capital improvement project proposals.  

Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned areas to assure sound fiscal control; assures effective and efficient use of budgeted funds, personnel, materials, supplies, facilities, and time.

Determines work procedures, prepares work schedules, and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations.

Issues written and oral instructions; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.

Maintains harmony and a professional demeanor among workers.   Performs or assists subordinates in performing duties; adjusts errors and complaints and recognizes and awards as appropriate.  

Provides necessary supervision, direction, and assistance to crews at work sites. 

Administers and enforces some local, state, and federal laws, rules, and regulations to ensure continuous safe and efficient operations in compliance with all FAA standards.

Inspects airport maintenance services provided by contractors or vendors for compliance with performance standards.

Assists in the preparation of specifications, estimates, and bids for machinery, equipment, and contractor services. 

Assures that tools and equipment are properly maintained and kept in proper working condition.

Prepares and maintains daily, monthly, and annual reports, records, and personnel paper work, as assigned.

Represents the City of Steamboat Springs at meetings and conferences on matters pertaining to aviation and acts as a liaison officer for airport matters between the City of Steamboat Springs and other governmental and commercial agencies.   

Responds to public inquiries; provides information within scope of knowledge and position.

Oversees and coordinates runway maintenance and preparation including snow removal, surface repair, painting, signage and lights. 

Oversees the maintenance of airport facilities, landscaping, buildings, parking lot, storage areas, fencing, electrical, plumbing, roofs, fueling station, lighting, signage, security systems, glycol containment systems, etc. 

Conducts safety checks as per operations manual.

Conducts airport meetings and briefings with tenants to provide updated information and ensure compliance with airport procedures and regulations.

Opens, closes, locks and unlocks Airport facilities as needed.

Performs all other duties as required.

 

PERIPHERAL DUTIES

Serves as a member of various employee and aeronautical committees.



We are seeking the following qualifications

Education and Experience: 

  1. Graduation from an accredited four-year college with a Bachelor’s degree with an emphasis in Aviation or Airport Management/Administration or a closely related field; and
  1. Five (5) to Seven (7) years of progressive responsibility and experience in airport operations, maintenance and management; or
  2. Any equivalent combination of relevant education and experience.

Necessary Knowledge, Skills and Abilities:

Knowledge of:

  1. Operational characteristics, services and activities of a comprehensive airport program.
  2. Organization and management practices as applied to the analysis and evaluation of airport programs, policies and operational needs.
  3. Modern and complex principles and practices of airport program development and administration including contract administration.
  4. Methods, materials, equipment, procedures, and practices utilized in airport maintenance and repair.
  5. Recent developments, current literature and sources of information regarding airports.
  6. Advanced principles and practices of budget preparations and administration.
  7. Principles and practices of supervision, training, and performance evaluation.
  8. Organizational and management practices as applied to the analysis and evaluation of assigned department.
  9. Pertinent Federal, State, and local laws, codes and regulations.
  10. Modern office practices, methods and computer equipment.
  11. Occupational hazards and standard safety practices.
  12. Airport Certification Manual; Airport Security Program; Airport Minimum Standards; Airport Rules and Regulations; FAA Advisory Circulars; Airport Self-Inspection Program; navigational aids; weather reports; City disaster plans and policies; separation minimums; FAA Notices to Airmen (NOTAM’s)

Ability to:

  1. Provide administrative and professional leadership and direction for the staff.
  2. Develop, implement and administer goals, objectives and procedures for providing effective and efficient airport services.
  3. Plan, organize, direct and coordinate the work of personnel; delegate authority and responsibility.
  4. Select, supervise, train and evaluate staff.
  5. Identify and respond to community, board and City Councils’ issues, concerns and needs.
  6. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  7. Research, analyze and evaluate new service delivery methods, procedures and techniques.
  8. Interpret and apply Federal, State and local policies, procedures, laws and regulations.
  9. Communicate clearly and concisely, both orally and in writing.
  10. Deal effectively with difficult people.
  11. Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs.
  12. Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

 

PREFERRED CERTIFICATIONS 

Possession of:

  1. Private or Commercial Pilot’s License/Certificate or Military Aviator Rating.
  2. American Association of Airport Executives (AAAE) Certification in at least one of the following:
    • Airport Certified Member (C.M.)
    • Accredited Airport Executive (A.A.E.)
    • Airport Certified Employee Program (ACE)
    • Airport Safety and Operations Specialist Schools (ASOS)
  3. National Air Transportation Association Safety 1st, Fire Safety Training and Professional Line Service or Supervisor Training certification.

 

SPECIAL REQUIREMENTS 

  1. Ability to acquire the National Air Transportation Association Safety 1st, Fire Safety Training and Professional Line Service Training certification within 90 days of hire.
  2. Valid Commercial Driver’s License Class B or ability to obtain within 90 days of hire.

TOOLS AND EQUIPMENT USED

Office equipment including copier, fax machine, personal computer etc.  Various NAVAID, and lighting equipment associated with airport operations; Snowplow truck, Pickup truck, mobile fuel trucks, front end loaders, and rotary snow plows.

The noise level in the work environment is usually quiet to moderately noisy while in the office but may be loud to very loud when working outdoors.
