The purpose of the class is to plan, direct, and supervise the daily operations of Dorchester County airports as well as to perform related professional, administrative and supervisory work as required. The class also, plans, organizes and implements programs within major organizational policies, reporting program progress to executive-level administration through reports and conferences.  The Airport Manager is responsible for the general operations and development of the airport as a critical economic benefit for Dorchester County.

Duties

ESSENTIAL JOB FUNCTIONS 

Plans, organizes and directs all programs and activities of Dorchester County airports, ensuring compliance with all applicable laws, regulations, policies, procedures and standards of safety. 

Interprets and enforces federal, state, local rules and regulations applicable to airport operations; communicates with government and regulatory agencies to coordinate activities, resolves issues and exchanges information.  

Responds to emergencies as the Airport Point of Contact; coordinate emergency response efforts and assist management of interagency coordination and notification of emergency events.  

Performs airfield, hangar and landside inspections consistent with FAA requirements.  

Monitors and reports aircraft and aviation activities and operations with daily checks of the runway and taxiways for damage.  

Assists County staff and local economic development agencies in the recruitment, retention and expansion of business at the Airport creating new employment opportunities and tax revenues.  

 Provides high-quality customer service to airport users and the flying public and satisfactorily meets the reasonable needs and expectations of airport tenants and lessees.  

Evaluates airport operations to improve customer service, productivity and efficiency; document and resolve customer-related complaints and issues.  

Monitors weather conditions and prepare/respond with appropriate aviation safety. 

Prepares the annual airport budget, Capital Improvement Plans and other financial reports.  

Manages all contractor service packages.  

Prepares updates to the Airport Master Plan. 

Develops and implements policies and procedures for the safe and efficient operation of airports; inspects airport facilities regularly for compliance with guidelines, safety, maintenance and cleanliness. 

Coordinates negotiations regarding contractual agreements with airport tenants. 

Develops and implements effective emergency and accident response protocols. 

Plans, directs, and coordinates airport improvements. 

Evaluates and determines applicability of FAA directives. 

Directs the maintenance and repair of airport facilities, runways, taxiway, buildings and equipment. 

Communicates and meets with federal, state and local government and private agencies regarding airport matters, including security, construction, agreements, etc. 

Authorizes the procurement of all airport supplies and equipment necessary for daily operations. 

Promotes airport services and projects to the public through public speaking engagements. 

Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility. 

May be on-call 24 hours a day, seven days a week, for emergency response. 

Performs other related job duties as assigned.  

Qualifications

Education and Experience: 

Bachelor’s degree in airport management, public administration or closely related field. 

Must have at least five (5) years of related work experience.

 

Special Qualifications: 

Must possess a valid state driver’s license. 

Designation as an Accredited Airport Executive is desired.

Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.

Position Type and Expected Hours of Work 

This is a full-time position; typical work hours and days are Monday through Friday, 8:30 a.m. to 5:00 p.m.  Some flexibility in hours is allowed, but employees must be available during the “core” work hours of 9:00 a.m. – 4:00 p.m. and must work 40 hours each week to maintain full-time status. Employees must be available to work evenings, weekends and holidays during emergencies or as requested. This is a safety sensitive position and employees holding this position have the responsibility for their own safety and the safety of others. This position is subject to random drug testing.
