Airport Manager

JOB TITLE:  Airport Manager       

DEPARTMENT: Airport, Ware County

JOB SUMMARY: This position is responsible for managing the operations of the Waycross - Ware County Airport.

MAJOR DUTIES:

• Plans, directs and coordinates the operations of the county airport, including the provision of commercial, general and military aviation services.
• Supervises the work of departmental personnel, including evaluating, counseling and disciplining assigned personnel.
• Prepares operating budgets for airport services; monitors expenditures under the current budgets.
• Prepares monthly financial reports on airport operations.
• Oversees the training of personnel in emergency and safety techniques, aircraft fueling operations, receipt of aviation fuel and aircraft ground handling.
• Supervises the development of capital improvement requests for the airport.
• Manages airport leases and rentals.
• Maintains an inventory of all airport equipment and supplies; purchases, equipment and supplies as needed.
• Supervises the enforcement of federal, state and local air traffic and safety regulations.
• Coordinates and schedules meetings of the Airport Advisory Committee.
• Engages in public presentations and other public relations activities.
• Oversees the maintenance of all departmental records and reports.
• Recruits, trains, disciplines, assigns, promotes and demotes departmental personnel.
• Attends training seminars, workshops, conferences, and conventions.
• Performs other related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION:

• Knowledge of the principles and practices of airport administration.
• Knowledge of local ordinances, departmental rules and regulations, and local, state and federal codes.
• Knowledge of Federal Aviation Administration (FAA) guidelines and local airport operations guidelines.
• Knowledge of Georgia Department of Transportation (GDOT) Aviation guidelines and local airport operations guidelines.
• Knowledge of accounting and budgeting practices.
• Knowledge of hazardous materials (HAZMAT).
• Knowledge of the operation and maintenance of refueling trucks, pumps, and other related equipment used at airports (OSHA).
• Skill in decision making and problem solving.
• Skill in oral and written communication and interpersonal relations.

SUPERVISORY CONTROLS: The County Manager assigns work in terms of departmental goals and objectives. Completed work is reviewed through monthly reports and observation of assigned airport management activities.

GUIDELINES: Guidelines include local, state and federal codes and laws, local ordinances, FAA guidelines, GDOT Aviation guidelines, county airport operations guidelines, and departmental rules and regulations. These guidelines require judgment, selection and interpretation in application.

COMPLEXITY: This position consists of varied administrative and supervisory tasks. The variety of airport tasks contributes to the complexity of the work.

SCOPE AND EFFECT: The purpose of this position is to ensure effective management and operation of the airport for the county. Successful performance helps ensure public awareness of the airport and enhanced county revenues.

PERSONAL CONTACTS: Contacts are typically with co-workers, other departmental personnel, other county employees, other state airports, state officials, civil defense officials, pilots, aviation industry representatives, the general public, and members of business and civic organizations.

PURPOSE OF CONTACTS:  Contacts are typically to provide and exchange information, resolve problems, coordinate efforts, provide services, and motivate personnel.

PHYSICAL DEMANDS: The work is typically performed with the employee sitting at a desk with intermittent standing or walking, the employee must frequently lift light objects, occasionally lift heavy objects, climb ladders, use tools or equipment requiring a high degree of dexterity, and be able to distinguish between shades of color.

WORK ENVIRONMENT: The work is typically performed both in an office and outdoors where the employee may be exposed to inclement weather, extreme temperatures, and hazardous situations. The use of protective devices is required (PPE).

SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has direct supervision over all airport staff.

MINIMUM QUALIFICATIONS:

• Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to occupational field and/or license or certification in aviation related fields.
• Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience (Aviation and/or Airports).
• Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated.
