Description
The purpose of this position is to act as an SMS Manager Regulatory and Compliance Division.
This position assists in the development of the Safety Management Systems program annual business plan, implements the SMS Operations objectives that support the plan, and assists in preparing the operations annual operating budget. The SMS Manager conducts timely and comprehensive investigations of all accidents and safety incidents. Prepares factual reports to appropriate divisions summarizing the circumstances and root causes of the accident or incident, and then follows up with recommended corrective and preventative action to be taken.
Supervision Received
This person will provide support to the Program Management Officer.
Responsibilities

• Plan, organize and implement training programs for employees in assigned department to enhance employee education/skill level or may facilitate and implement safety related training, inspections and programs that enhance the safety and health of employees.
• Routinely reviews and updates airport safety policies, products, and methods, as necessary.
• Participate in the development of safety guidelines, related environmental health and safety communications and educational information. Identify additional safety resource needs and develop supporting justification.
• Provide advice and assistance to ensure that an effective Safety Management System Program is implemented and working.
• Evaluate escalating situations, apply critical thinking, and coordinate effectively with other personnel. Build and maintain business relationships internally, as well as with external partners. Display strong analytical skills, including the ability to gather information, conduct analyses, and present findings.
• Experience completing multiple tasks simultaneously and functioning with minimal supervision. Excellent oral and written communication skills; ability to succinctly summarize and assess information. Ability to gather data, compile information, and prepare reports. Ability to develop, implement, and enforce safety programs and protocols. Ability to react calmly and effectively in emergency situations.
• Ability to investigate and analyze information and draw conclusions. Strong computer skills, including solid skills in the Microsoft Office suite.
Tenant Liaison
The operations safety officer will assist with the development and enforcement of airport rules and regulations; driving directives; gate procedures.
Industry Participation
The SMS Manager will participate in industry forums and events and will act as a knowledgeable voice to help inform industry and the federal government about the value or impacts of regulatory mandates.
Communication
Produce and distribute bulletins, notices, and other safety documentation to support safe airport operations. Prepare/conduct presentations to upper management. Host airport wide meetings, and other functions to support and improve ATL safety culture.
Data Analysis and Reporting
Collect, interpret, and analyze safety data. Identify trends, patterns, and consistencies to help improve airfield safety performance and shape operational policy. Create detailed management reports and presentations to track KPIs and delivery. Publish weekly safety dashboards to support Aviation Division goals.
Process Improvement
Identify, plan, and implement key mitigations for projects and processes to improve quality, reduce costs, increase productivity, and improve cycle time by reducing wasted time, rework, etc. resulting in significant business improvement and customer satisfaction. Determine root cause through investigations, debriefs, and analysis of incidents to provide recommendations to address systemic gaps for internal and external airport stakeholders.
Safety Department Manager
• Assists with airport safety operations compliance and managing supporting safety management software O&M contracts.
• Safety Lead on major airport accident/incidents for investigation.
• Responsible for the SMS Regulatory requirements for FAA, ICAO, OSHA regulations.
• Facilitates and implements safety related training, inspections and programs that enhance the safety.
• Performs safety analysis and reporting and facilitates safety committee meetings.
• Process Monthly Safety Data Trend Analysis and Scorecards
• Process AATC Passenger Injury Reports Trends and Data Analysis
• Process Notice of Violation Speed Signs Issuance
• Conduct Safety Inspections and Observations Support
• OneATL Safety Security Risk Expo Committee Chair
• Process Origami Safety Incidents Data Support and Origami Accident reporting.
Qualifications

Minimum Qualifications
Education and Experience
• Bachelor’s degree from an accredited college or university
• Current or previous commercial airport or aviation industry experience
• 3 to 5 years of applicable work experience, including 2 years of experience supervising programs related to commercial airport operations, airfield and/or aviation safety
Preferred Requirements (separate from minimum requirements and not required to qualify for the job)
• Bachelor’s degree in aviation science, aviation management, safety management, or a closely related discipline
• In-depth operational knowledge of FAR Part 139
• AAAE CM, AAE, ACE, ACI IAP or Advanced degree
