THE POSITION: This position is assigned to the Palm Springs International Airport (PSP) and manages, reviews, oversees, and participates in the security and safety compliance programs and activities at PSP, including access control security and Transportation Security Administration (TSA) compliance. This classification has oversight of aviation security services and acts as a liaison between PSP and other local, state, and Federal law enforcement agencies on Homeland Security, Intelligence, and Emergency Operations issues. This classification also develops policies and procedures specific to the area of responsibility, determines budgetary needs, and is responsible for the training and development of personnel under their charge.

Examples of Essential and General Responsibilities

Essential and other important responsibilities and duties may include, but are not limited to, the following:
 Essential Functions:
  • Directs the development of security policies and procedures to enforce all Transportation Security Administration (TSA) and Customs and Border Protection (CBP) security and immigration related programs and regulations.
  • Collaborates with stakeholders which include: air carriers, concession tenants, vendors, contractors, and ground transportation to address security concerns and allocate resources for functional and operational areas.
  • Manages Compliance and Enforcement aspects related to construction, regulatory audits and access control while serving as the technical expert in administering oversight of Security Shutdowns and Airport Security Program (ASP) Temporary Amendments.
  • Assesses and mitigates the full range of physical security implications to ensure regulatory compliance as outlined in the ASP.
  • Provides direction and oversight to Airport Security Supervisor and Operations/Security Specialists in overseeing Regulatory Audits, Criminal History Records Check and badging programs, physical and cyber security programs, screening programs, and general compliance programs involving multiple stakeholders
  • Manages Aviation Worker Screening program and provides strategic and tactical direction to identify insider threats.
  • Serves as the technical expert in access control, playing a significant role in the Physical Access Control System (PACS) project, implementation of new biometric solutions, replacement of the legacy access control system, integration with the Identity Management System (IDMS), and associated access programs
  • Responsible for overseeing special projects assigned by the Executive Director or Assistant Airport Director, including various biometrics programs and access control design
  • Serves as a security Subject Matter Expert (SME) to other City departments/airport stakeholders, develops and delivers training programs/presentations, develops Operating Instructions (OI), Concept of Security Operations (CSO), and other procedural documentation to support Airport Security's mission
  • Manages the development and implementation of communication strategies to inform the airport community of security changes/enhancement/requirements
  • Collaborates with Airport and City IT departments on a multitude of projects including the implementation and coordination of Cyber security requirements
  • Serves as the airport’s Airport Security Coordinator (ASC) ensuring compliance with 49 CFR Part 1542 and PSP's ASP and providing direction and guidance to alternate ASCs. 
  • Provides strategic planning and development for the section’s operating, maintenance, and capital budgets; and monitors the budget and oversees financial well-being by analyzing cost effectiveness. Directs cost control activities.
  • Facilitates airport law enforcement activities and collaboration to ensure a unified approach across multiple jurisdictions to support the airport’s strategic plan (i.e. TSA, FBI, CBP, police, etc.).
  • Oversees the coordination of special aeronautical events such as Head of State/Head of Government visits or high-value Department of Defense (DoD) security, and liaises with FBI, and Secret Service.  
  • Collaborates with Airport Operations and federal agencies to design, develop, and conduct security drills and tabletop exercises to evaluate security contingencies and security policies and procedures.
  • May perform general and command staff positions as part of the Incident Command System (ICS) during airport emergencies at PSP.
  • Expected to attend training, seminars, conferences, professional group meetings, and networking events as appropriate.
  • Perform other duties and projects as assigned.

Minimum and Preferred Requirements

Minimum requirements must be clearly demonstrated on the application to be considered, however, meeting the minimum requirements does not guarantee an invitation to compete further in the selection process. Experience requirements must be demonstrated in the “Work Experience” section of the application, other sections of the application will not be used to determine experience qualifications. (One year of work experience is the equivalent of 12 months of full-time work. “Full-time work” means at least 36 hours of work over a period of one week or 1,872 hours of work over a period of at least12months.) Qualifications noted as “desirable” or “preferred” are not included as part of the minimum requirements.

Experience:   

  • Four (4) years of experience managing security and safety programs for a commercial airport, airline, or military environment, including one (1) year of supervisory experience is required.

Training:

  • A Bachelor’s degree from an accredited college or university with major course work in Aviation Management, Business Management, Criminal Justice, or a related field, or any combination of education and experience that provides equivalent knowledge, skills, and abilities is required.  

License or Certificates:

  • Possession of, or ability to obtain, an appropriate, valid California driver license, with a satisfactory driving record is required. 
  • Possession of, or ability to obtain, an Airport Security Identification Display Area (SIDA) Badge, which is approved through the Federal Transportation Security Administration (TSA) is required.
  • Possession of, or ability to obtain, an appropriate valid C.P.R. Certificate is required.
  • Airport Security Coordinator (ASC) credential is preferred.
  • Certified Member (C.M.) or Accredited Airport Executive (A.A.E.) through the American Association of Airport Executives, or International Airport Professional (I.A.P.) through the Airport’s Council International designation is preferred.

Environmental ConditionsOffice environment; construction and airfield environment; enclosed communication control center environment.   Airport environment with exposure to computer screens, heat, noise, dust, grease, smoke, fumes, gases, and potentially dangerous situations.  

Physical Condition:  Essential and marginal functions may require maintaining the physical condition necessary for walking, standing, sitting, and driving for prolonged periods.
