Salary Range: $67,594-$84,519
General Description and Classification Standards
Supervises the activities involved in the design, preparation, delivery and need assessment of training and development programs for Facilities Maintenance employees. This is full-time supervisory training position. Group may be professional, technical, or administrative. Supervision may be over a group of similarly skilled employees or a group with varied skills. Positions at this level would typically lead a unit that has a unique or distinctive function; or leads a group with highly technical or sensitive responsibilities. Classification should be based on job content and the specific supervisory responsibilities.
Supervision Received
Normally receives guidance regarding overall mission, short-term and mid-term objectives, scheduling, unusual priorities, etc. but has flexibility to set work methods, negotiate timetables, performance standards, etc. This position reports directly to the Facilities Maintenance Director.
Essential Duties & Responsibilities

Supervises the activities involved in the design, preparation, delivery and need assessment of training and development programs for Airport managers and employees. Joins in partnership with other HR professionals to assess and implement organizational development programs, processes, and training initiatives to support organizational strategies. Determines City and Airport needs for leadership development, succession planning, career management, interpersonal skills, and communication training. Develops and/or approves content, methods, and materials for training staff and will conduct courses. Conducts office and field training with new hires and promoted personnel. A proficiency evaluation will be conducted before being released into the operation. Develops methods for evaluation of orientation, performance management and/or organizational development training. Monitors training participation, licenses and certifications, renewals and expirations. Maintain accurate records using several integrated digital applications. Prepares reports and dashboards to provide information for presentations and audits. Assist the Training Manager and Director with the creation of operating plans, forecasts and reporting systems and manages the day-to-day operations. Assists the manager with the budget preparation, submittal, and administration. Assist with the development of organizational structure and selects, develops, and manages staff. Establishes internal processes, interprets, and applies organizational policies. Provides input into policy and strategy. Assists the training manager with purchasing, inventory, equipment maintenance and other asset related functions and approves purchase/supply orders, expense accounts.
Decision Making
Selects from multiple procedures and methods to accomplish tasks. May make purchasing or resource allocation decisions within organization guidelines. Applies organizational policies. May interpret organizational policies and recommend exceptions.
Leadership Provided
Has formal supervisory authority over work group (typically at least 3 – 5 employees) to include discipline, performance management, scheduling, training, etc.
Knowledge, Skills & Abilities

Knowledge of organizational development training methods, tools, and best practices. Strong knowledge of assessment tools. Strong knowledge of testing methods. Strong verbal, written and presentation skills. Strong knowledge of city codes and policy. Strong knowledge of DOA policies and procedures. Strong planning and organizational skills. Strong Microsoft Office skills. Skill in using presentation technology equipment. Ability to design, develop and deliver course material in a creative, interactive, experiential learning and demonstrative evaluation. Ability to use interactive technology in design of training courses.
Minimum Qualifications Education and Experience
Bachelor’s degree in Education, Human Resources, Business or related field (Equivalent professional experience may be considered for substitution for the required degree on an exception basis) 5 years of specific training experience. Must have some project management or leadership experience.

Licensures and Certifications
None required. ASTD certification preferred.
