Overview
The Assistant Director - Aviation Public Safety serves as operational and financial subject matter expert to maintain airport system as an award-winning airport in the aviation industry. Must have the ability to collaborate with all stakeholders to solve day to day problems with innovative solutions while empowering managers to use high levels of problem solving and deductive reasoning. Responsible for overseeing and ensuring the safety and security of all airport operations. This role involves coordinating with various stakeholders, implementing safety protocols, and managing emergency response strategies to protect passengers, employees, and airport facilities. It includes providing emergency response to terminal or landside emergencies, coordinating immediate incident command, and reporting to the Deputy Director -Aviation of Operations, Security, Safety and Emergency Management.
Essential Functions
1 Collaborates directly with the Transportation Security Administration (TSA) and Customs & Border Protection (CBP), holding periodic meetings to ensure alignment with the Dallas Airport System’s mission.
2 Manages multiple Senior Managers to ensure alignment with overall Airport System goals and enhance operational efficiency.
3 Develops, implements, and enforces safety and security policies and procedures.
4 Conducts regular safety audits and risk assessments to identify potential hazards and implement corrective measures.
5 Develops and maintains emergency response plans for various scenarios, including natural disasters, security threats, and aircraft incidents.
6 Leads regular emergency drills and training sessions for airport staff and stakeholders.
7 Oversees the investigation of safety and security incidents, ensuring thorough documentation and reporting.
8 Acts as a liaison between airport management, airlines, government agencies, and other stakeholders on safety and security matters.
9 Represents the airport in meetings, conferences, and industry forums related to public safety and security.
10 Manages the procurement and maintenance of safety and security equipment.
11 Oversees the Safety Management System (SMS) manual, ensuring compliance with federal, state, and local safety laws; manages confidential reporting systems, compiles reports, and files them with the Accountable Executive of the SMS program.
12 Establishes short-, mid-, and long-term goals and objectives.
13 Manages the implementation of the Airport Certification Manual (ACM) and its Appendices, including the Airport Emergency Plan (AEP) and Wildlife Hazard Management Plan.
14 Performs any additional duties as needed or assigned.
Knowledge, Skills and Abilities
1 Knowledge of local, state, and federal laws and regulations related to airport security and emergency management.
2 Knowledge of TSA and FAA regulations.
3 Experience and knowledge of the National Incident Management System (NIMS) and the Incident Command System (IS-700, ICS-100, ICS-200, ICS-300, ICS-400, and IS-800). Knowledge of Safety Management Systems and experience in SMS manuals, Safety Risk Assessments, and incident/accident investigations preferred.
4 Ability to collaborate with support agencies including TSA, Dallas Police Department, and Dallas Fire Rescue.
5 Knowledge of Safety Management Systems (SMS) principles and risk management methodologies.
6 Understanding of airport emergency procedures and practices.
7 Thorough knowledge of Part 139 requirements for incident emergency management, training, and exercise planning/operations.
8 Proficient in assessing and implementing airport building access, automated and manual security systems, and computerized access control systems.
9 Knowledge of human relations, supervision, and management.
10 Ability to manage unit/program activities effectively.
11 Capable of establishing and achieving operating goals and objectives for the unit.
12 Ability to negotiate and develop contractual agreements.
13 Proficient in budget development and administration.
14 Excellent verbal and written communication skills.
15 Ability to establish and maintain effective working relationships.
16 In-depth knowledge of airport operations, emergency management and safety, and regulatory requirements.
Education
Bachelor's Degree or higher in Aviation, Aviation Management, Business Administration, Safety Management, Political Science, Public Relations or related field.
Experience
Seven (7) years of experience in Airport Operations, Airport Security, or Aviation Industry Public Safety and Law Enforcement and Emergency Management and three (3) years of experience with supervisory/management responsibilities.

1 High school diploma or GED plus eleven (11) years of the required experience including three (3) years of the stated supervisory/project management experience will meet the education and experience requirements.
2 An associate degree in any field plus nine (9) years of the required experience including three (3) years of the stated supervisory/project management experience will meet the education and experience requirements.
3 A bachelor's degree or higher in a non-specified field plus nine (9) years of the required experience including three (3) years of the stated supervisory/project management experience will meet the education and experience requirements.
4 A master's degree or higher in a specified field plus five (5) years of the required experience including three (3) years of the stated supervisory/project management experience will meet the education and experience requirements.
Other Requirements
Must pass Federal Aviation Administration (FAA) and Transportation Security Administration (TSA) background investigations.
