What You'll Do

The Aviation Safety Officer (ASO) develops and maintains the necessary resources, policies, and documents to coordinate all aviation operations at Pantex in accordance with applicable governing regulations and in a manner protective of personnel, the public, and the environment. Analyzes flight schedule plans with other company activities such as maintenance, and operations to ensure integration and compliance. Maintains records, reports and historical data; prepares various charts, and flight schedules; communicates schedule information to Pantex Stakeholder organizations and external agencies. Assists in evaluating and developing specifications for flight safety, air traffic control, radio communications, electronic and avionic. Develops flight operational document such as flight plans, orders, and other documents as necessary and obtains approval as appropriate to obtain and maintain authority to operate (ATO) by federal authorities. Ensures pilots are qualified to operate air craft, includes confirming licensing, and required training. Develops and gains approval for all company aviation policy and procedures. Coordinates with other Pantex organizations and outside agencies for approval to fly and de-conflict other planned activities.


Other duties as assigned include but are not limited to: 

  • Supports activities associated with the Operations Center (OC) of the Emergency Management Department (EMD) to ensure efficient and timely completion of assigned duties.  
  • Supports activities related to the Documented Safety Analysis (DSA), to include developing OC input, and serving as a Technical Safety Requirements (TSR) controls owner and Unreviewed Safety Question Evaluator.
  • Develop, review, and revise documentation; identify/understand customer needs and convert needs into detailed work plans and technical actions; consolidate, analyze, and interpret data for the purpose of process improvement and business/technical decision-making; and plan, coordinate, and monitor various section-level responsibilities.
  • Supports all aspects of the Pantex Operations Center, a 24-hour-a-day/7-day-a-week monitoring service of overall operations at the plant, that is staffed by Plant Shift Superintendents (PSSs) with responsibility for assessing and initiating response to any degradation of the plant’s safety envelope utilizing a variety of systems (i.e., Facility Status Board, Lightning Detection Warning System, Move Right System) and associated procedures. 

 

Responsibilities: 

  • Serves as the on-site liaison to oversee and coordinate all aviation operations conduct at Pantex in accordance with Federal Aviation Administration (FAA) and DOE requirements
  • Determines approval process for each mission request, to include Operation Safety Board (OSB), Pantex Field Office, facility, or any other concurrence based on site-specific needs. 
  • Identifies potential hazards and risks associated with proposed flight activity and implements mitigation, including contractor aviation services. 
  • Approves or rejects all aircraft flight operations, including aviation subcontract services and activities. 
  • Ensures all aviation activities are documented and incidents/accidents are investigated and documented in accordance with FAA and DOE requirements.

Minimum Job Requirements

  • Bachelor’s degree: Minimum 7 years of relevant experience. Typical experience ranging from 10 to 15 years. 
  • Master’s degree: Minimum 6 years of relevant experience. Typical experience ranging from 10 to 15 years.
  • PhD: Minimum 3 years of relevant experience. 
  • Staff with high school diplomas may be considered on an exceptional basis if they have more years of relevant experience. Typically, each year of college education is equal to two years of experience.

Preferred Job Requirements

  • Demonstrate interpersonal skills with the ability to communicate with all levels of employees, management, and external agencies.
  • Experience work in environment with requirement strict compliance procedures and regulations
  • Completed the U.S. Department of Energy (DOE) Federal Technical Qualification Program requirements outlined in the Aviation Safety Program Specific Qualifications Standards (FTCP-PSQS-1165-2020)
  • Completed coursework involving FAA rules and regulations for 14 CRF 107, Small Unmanned Aircraft Systems, Subpart C, Remote Pilot Certification. 
  • Meet the minimum requirements specified in DOE O 440.2C Chg. 2 and attended a UAS/UAV remote pilot school either in person or online.  
  • Five years Pantex work experience at Pantex.

If a range of Career Levels is posted, i.e., Senior Associate to Senior Specialist, internal applicants already in one of the Career Levels would come across at their current Career Level. Internal applicants currently in a lower level Career Level would move to the lowest posted Career Level.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10CFR 709. Medical requirements may apply.
