Position Summary

The Aviation Safety Senior Manager at CLA plays a pivotal role in our commitment to excellence. Reporting directly to the VP of Safety, Quality, and Continuous Improvement, this position carries the responsibility of the development and execution of CLA Safety Aviation Programs across all CLA facilities, business lines, and locations nationwide.

Beyond ensuring compliance, the Senior Manager will champion the establishment of a robust safety culture, driving continuous improvement initiatives that permeate every aspect of our operations. This leadership position focuses on raising standards, fostering innovation, and instilling a proactive approach to safety that establishes parameters for best practices within the aviation industry.

Duties and Responsibilities

  • Manage and enhance Aviation Safety Programs, including Flight Operations Quality Assurance (FOQA), FAA Aviation Safety Action Plan (ASAP) and the Emergency Response Plan (ERP).
    • Act as the ASAP gatekeeper, fostering collaboration with operational departments and regulatory authorities (FAA, NTSB, ICAO, etc.).
    • Manage the ASAP Event Review Committee (ERC), ensuring data confidentiality and compliance.
    • Conduct FOQA data analysis to support Flight Operations training and lessons learned.
    • Serve as the ERP coordinator and company training specialist.
  • Manage the company’s Safety Management System (SMS), aligning with FAA SMS requirements: Safety Policy, Risk Management, Assurance, and Promotion.
    • Analyze flight operations safety data, identify hazards, and develop recommendations based on trends, statistics, and audit results.
    • Investigate flight operations safety-related incidents, determine root causes, and implement preventive measures.
    • Track corrective actions following inspections or hazard identification, ensuring effective resolution.
    • Maintain and update SMS regularly, auditing its effectiveness and ensuring compliance.
    • Prepare monthly reports on SMS performance, including investigation findings and safety initiatives.
    • Monitor risk controls for effectiveness and continuous improvement.
  • Manage safety audit programs, including charter vendor evaluations, external audits (FAA, EASA, Wyvern, IS-BAO, ARGUS and others) and the Internal Evaluation Program (IEP).
  • Ensure that corrective and preventive actions are taken on all audit nonconformities and audit findings in a qualitative and efficient time frame.
  • Support Flight Operations and Maintenance safety initiatives, including Crew Fatigue Program, Manual Standardization, and Flight Risk Assessment Tool (FRAT)
  • Research industry best practices to enhance training programs, onboarding, policies, and procedures.
  • Support area P&L and budget.
  • Mentor and develop the Safety team, fostering leadership growth and succession planning.

Supervisory Responsibilities

The position requires the supervision of employees including individual contributors, first and/or middle managers, andsenior people managers.

Essential Job Functions

  • Ability to operate designated technology devices and programs.
  • Ability to work in the designated office and its environment as well as indoor and outdoor environments within airports including airside facilities, landside facilities, and terminal buildings.
  • Must be able to communicate verbally and in writing with internal and external stakeholders in a variety of small and large group settings.
  • If needed, must have a reasonable space to work from home/remotely with appropriate office set up.
  • Ability to work extended hours and in a flex schedule to meet the demands of the position.
  • Able to comply with all safety requirements necessary to perform the job safely.
  • Ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state, and local standards.

Travel Expectations

Travel can be as high as 20% of work time. Travel may occur seven days per week with possible prolonged overnight stays in national and international locations. A current passport and other possible travel documentation may be required.

Qualifications

Required Education and Experience

  • Bachelor’s degree in a related field or an equivalent combination of education and experience.
  • At least 5 years of progressive experience in business aircraft management, flight operations, airlines, or charter operations.
  • Strong knowledge of flight operations under Part 135 or Part 121 regulations.
  • Experience in flight operations’ safety management and aviation safety programs.

Preferred Qualifications

  • Master’s degree in engineering, business administration, aviation management, or related field.
  • Experience in developing data-driven solutions and implementing change management strategies.
  • FAA credentials, such as: 1) Private Pilot, Commercial Pilot, or Airline Transport Pilot certificate, 2) Mechanic certificate, or 3) Aircraft Dispatcher certificate.
