Continuing Airworthiness Manager

Gama Aviation is currently looking for a Nominated Postholder Continuing Airworthiness (NPCA) manager for its European AOCs based in Malta and Austria. The role will assume direct responsibility for the airworthiness of the aircraft under management and direct responsibility for compliance with airworthiness regulations. The candidate will also need to demonstrate the requirements to hold and be able to perform Airworthiness Reviews on a number of Aircraft types. The position will report to the Head of Part M Services within the Gama Group for direct line management, a direct reporting line to the Accountable Manager for regulatory issues and a dotted reporting line to Compliance and Safety Departments.

The ideal candidate will be willing to locate to Malta as a primary base location with frequent travel expected to Austria and other Gama locations within the UK.

The role will retain responsibility for the European CAMO approvals and department with direct responsibility for the airworthiness of an aircraft or fleet of aircraft. Their duties will include: 

(a) The NPCA is appointed by the Accountable Manager and reports directly to them.

(b) The NPCA is responsible for the daily operation of the organisation, for all continuing airworthiness management functions.

(c) The NPCA is responsible for all aspects of continuing airworthiness. He ensures that all continuing airworthiness management is carried out in accordance with Section A, Subpart C of Annex I (Part-M).

and that no flight takes place unless the following items has been accomplished M.A.201(a). See below:

  • Maintain an up to date knowledge of company handbooks (CAME, AMP)
  • Perform required revisions to the CAME
  • Ensure that CAME compliance and processes a proactively managed, and that any early warning signs of non-compliance are documented and acted upon.
  • Develop and control a maintenance programme including any applicable reliability programme
  • Present the aircraft maintenance programme and its amendments to the competent authority for approval, unless covered by indirect approval, and for aircraft not used by licenced air carriers provide a copy of the programme to the owner or operator
  • Manage the approval of modification and repairs and ensure CDCCL Limitations if applicable
  • Ensure that all maintenance is carried out in accordance with the approved maintenance programme and released in accordance with Part145, including determining what maintenance is required, when it has to be performed, by whom and to what standard in order to ensure the continued airworthiness of the aircraft
  • Ensure that all applicable airworthiness directives and operational directives are applied
  • Ensure that all defects discovered during scheduled maintenance or reported are corrected by an appropriately approved maintenance organisation
  • Ensure that the aircraft is taken to an appropriately approved maintenance organisation whenever necessary
  • Coordinate scheduled maintenance, the application of airworthiness directives, the replacement of service life limited parts, and component inspection to ensure the work is carried out properly
  • Manage and archive all continuing airworthiness records and/or operator's technical log
  • Ensure that the mass and balance statement reflect the current status of the aircraft
  • Ensure CAMO holds a maintenance contract with appropriate approved Part 145 Organisation
  • Ensures CAMO has sufficient trained and qualified staff for the expected work
  • Ensures the airworthiness certificate remains valid
  • Ensuring all operational and emergency equipment fitted is correctly installed and serviceable or clearly identified as unserviceable
  • Representing Gama Aviation (Malta) CAMO in technical matters to customers and authorities and grant access to the organisation / aircraft if so requested.
  • Reporting incidents and accidents to the authorities, TC / STC holders and state of registry
  • Ensuring corrective actions resulting from quality audits or change in regulations to initiate CAMO personnel competence assessment and issuing CAMO Authorisation “Grounding” an aircraft in case of doubt of its airworthiness and initiate corrective action
  • Be approved, as part of its air operator certificate, as a continuing airworthiness management organisation pursuant to Part CAMO for the aircraft it operates responsible for the satisfactory accomplishment of the pre-flight inspection. That inspection shall be carried out by the pilot or another qualified person and shall not need to be carried out by an approved maintenance organisation or by certifying staff
  • Ensure that non mandatory modifications are assessed

(d) They ensure that no flight takes place unless the following items has been accomplished M.A.201(a)

  • The aircraft is maintained in an airworthy condition
  • Any operational and emergency equipment fitted is correctly installed and serviceable or clearly identified as unserviceable
  • The airworthiness certificate remains valid
  • The maintenance of aircraft is performed in accordance with the maintenance programme as specified in point M.A.302
  • Take the necessary steps to ensure its approval as a continuing airworthiness management organisation (‘CAMO’) pursuant to Annex Vc (Part-CAMO) as part of air operator certificate for the aircraft it operates
  • Take the necessary steps to ensure its approval in accordance with Annex II (Part-145) or conclude a written contract in accordance with point CAMO.A.315(c) of Annex Vc (Part-CAMO) or point M.A.708(c) of this Annex (Part-M) with an organisation which has been approved in accordance with Annex II (Part-145)

(e) Prerequisites and Requirements:

  • The preferred candidate will have a strong background in commercial aircraft types with documented training in Airbus A320/330 Series, Boeing 737-NG Series, Embraer E170/190 Series and ATR42/72 Series. The ideal candidate will have a strong background in commercial and business aviation aircraft types
  • Knowledge of human factor principles
  • Knowledge of compliance systems
  • Knowledge of safety management systems based on the EU management system requirements (including compliance monitoring) and ICAO Annex 19
  • 5+ years relevant work experience of which at least two years should be from the aeronautical industry in an appropriate position
  • Complete understanding of the applicable regulatory requirements

The candidate must:

  • Hold the necessary training and qualification requirements to hold a postholder position. Previous acceptance as a post holder for an EU Member State is required
  • Be a EU Citizen or hold a valid EU passport
  • Have a high understanding of both written and speaking English
  • Be able to navigate and coordinate activities with a number of regulatory bodies at a high management level
