Engineering Logistics Portal Supervisor

The Engineering Logistics Portal (ELP) Supervisor will supervise a small team who will be responsible for the management of all repairable assets which have failed at Forward and require tasking via the ELP process.

Responsibilities will include the supervision of all assets as they pass through the Quality Gate, Engineering Tasking and Repair Scheduling. ML2/ML4 assets routed through the Portal for Engineering Quality Checks and Repair Scheduling.

Directly interfacing with the Part M engineer, Repairs Inventory Planner and Part M Repair Scheduler.

Core Activities


       Responsible for the continuous development of activities including facilitation, deputation and management of reviews where necessary.

       Provide effective demand management leadership for all ML2/ML4 activities by meeting delivery targets, monitoring and reviewing performance against contractual KPIs.

       Ensure any shortfalls are identified, resolved or escalated where necessary.

       Provide support to the team, and compile appropriate reporting mechanisms to identify any issues, resolve or escalate as appropriate. They will also be responsible for the facilitation, deputation and management of reviews where necessary.

       Supply Chain data Quality SME in Maintenix

       Provide supervision and co-ordination for a team; ensure that team members are fully motivated, trained and competent to generate work to a standard that meets the requirements of the business, customer and the contract.

       Ensure that department procedures and processes are in place and adopted to ensure safe working.

       Management and maintenance of effective working relationships with all stakeholders.

       Liaison with (and provide specialist advice and guidance to) inventory planning, procurement, engineering, finance and line/bay maintenance in order to overcome supply and demand problems. Liaison also extends to service providers and partners.

       Analysis and interpretation of usage and transaction data to identify repetitive problems and inform appropriate stakeholders and where appropriate support the implementation of any corrective action.

       Facilitate alternative solutions for urgent requirements.

       Facilitate the progression and hastening of urgently required items.

       Lead, supervise and coordinate a team; ensure that team members are fully motivated, trained, capable and able to generate work output of a quality to meet all requirements of the business, customer and contract.

       Ensure that all team members are fully deployed and that the work of the team is completed on time, to schedule and achieve quality requirements.

       Ensure that department procedures and process are in place and adopted to ensure safe working and safe working conditions for all staff.

       All repairs carried out to meet IF&P requirement.

       Directly interfacing with the Supply Supervisor and Controller, Part M Engineer, Repairs Inventory Planner and Part M Repair Scheduler.

       Hold regular Repair Reviews to ensure that items are delivered back to the internal customers in line with these requirements.

       The post holder will be required to use performance data and metrication to highlight successes and potential issues to senior management.

       Ensure both internal and external customers receive the level of service expected of business KPIs; specifically the Qatar Typhoon and Hawk Fleet receives what they need on time and to the highest quality.

       Monitor performance of the supplier. Support the identification and acceptance of alternate vendors as required.

       Conduct analysis and interpretation of Supply Chain data to identify repetitive problems and inform appropriate stakeholders. Where appropriate, support the implementation of any corrective action.

  • Mentoring the QEAF staff in the ELP operational activities.

Key Accountabilities


·       Performance Indicators – Provide effective asset management by meeting business objectives and delivering targets, monitoring progress to ensure trends are identified and enacted upon to reduce impact on continuing airworthiness or contractual KPIs.  Resolve problems where necessary and escalate issues to the Supply Chain Operations Manager as appropriate.

·       Completion of activities – Ensure all asset management activities and transactions are appropriately documented and maintained on the IMS system.


·       Procedure/Standards – Ensure the team are compliant with the QAF CAME/ 145 MOE, and their associated procedures and compliance leaflets along with any BAE Systems Company procedures.

·       Safety Management System – Understand and apply human factors, error management, risk and safety management, within Part M and 145 Maintenance areas.

·       Compliance & Assurance – Ensure demand management activities are compliant with the Part M procedures, in conjunction with the Part 145 Maintenance Governance and Assurance framework. Support any audits (QAF & BAE Systems) and respond to any findings in a timely manner.

·       Statutory / Regulatory & Legislation requirements – Able to demonstrate a detailed understanding and application of the Continuing Airworthiness Regulatory framework and ensure the organisation is advised of any changes; ensure compliance with all other requirements, e.g. ITAR/WOME.

  • Contractual RequirementsEnsure personal and team awareness of all applicable contractual requirements and incorporate any changes into activities as appropriate.




Requirements

·       Requires in depth knowledge of an operational supply chain in a Continuous Airworthiness Organisation, protocols and procedures.  Understands where and how to gather asset requirement information, and how to interpret this information in a range of situations.

·       Must have in depth knowledge of Maintenix systems, data quality, tasking, work package scheduling and movement of assets.  

·       Has strong relationships within Maintenance Operations and all its dependency functions e.g. procurement, engineering disciplines, partner, supplier and customer organisations.

·       Must understand constraints and lead times associated with ML4 activity and the importance of prioritisation.  Working with the appropriate stakeholders to ensure as much up front planning is done in a proactive manner to avoid any unnecessary priority demands.

·       Requires team leader knowledge; team leadership, planning, performance management & reporting, people development and techniques, protocols and procedures.  Continuous improvement, capability development and sustainment are also an integral part of the role.

·       Requires excellent analysis and planning skills along with excellent relationship building and problem solving skills, able to use appropriate IT systems.

·       This person would be seen as an expert in the field of demand management and demand satisfaction activities, be able to define the processes, propose improvements and manage those improvements in the day to day running of the operation.

·       Valid Driving Licence

  • Institute of Supply Chain Management Level 5 or its equivalent is desirable but not essential.
