MANAGER, FLIGHT OPERATIONS OVERSIGHT

 (Regulatory Affairs Division)

Reporting to the Director Flight Safety, the incumbent is required to coordinate, direct and manage, as necessary, the day-to-day technical and administrative activities of the Operations Section, including balancing the distribution of tasks between Inspectors, to ensure that the certification, surveillance and inspection functions, assigned to the section, are carried out efficiently and effectively in keeping with Jamaica Civil Aviation Regulations and ICAO standards related to Personnel Licensing, Rules of the Air, Operation of Aircraft, Aircraft Accident and Incident Investigation and Safety Management.

PROFESSIONAL QUALIFICATIONS & EXPERIENCE:

Mandatory Requirements  

• Holder of a valid Airline Transport Pilot Licence (ATPL) including at least one type rating on a large turboprop or turbojet aircraft transport category aircraft and class ratings on single and multi-engine aircraft;

• Ten (10) years’ cumulative experience as a pilot in an airline or the military, to preferably include 5000 hours but not less than least 3000 hours as pilot-in-command (PIC) of a large civil or military aircraft;

• Five (5) years’ experience in an air transport organization in a managerial position directly associated with the development and implementation of operating standards and procedures, operating manuals, and flight and ground procedures for flight safety;

• Three (3) years’ experience with a Government Civil Aviation Authority directly associated with the development and implementation of rules, regulations, operating manuals, State Safety Program and flight and ground procedures for flight safety, inspection and certification.

Optional Requirements  

• A Bachelor’s Degree or equivalent from an accredited institution; OR 

• Formal Management Certification from an accredited institution.

KEY TECHNICAL COMPETENCIES REQUIRED:

• Sound knowledge of the Civil Aviation Regulations in the areas of licensing, air operator certification and flight operations, and aircraft registration;

• Sound knowledge of the requirements applicable to training, licensing, rating, testing, and the maintenance of competency for flight and ground crew;

• Sound knowledge of the procedures for operator certification; for inspection of air operators, aerodromes, and flight training units; for addition of new aircraft types; and for the importation of new aircraft by operators;

• Sound knowledge of procedures related to the preparation of operations manuals, training manuals, and other air operator manuals and documentation;

• Sound knowledge of enforcement procedures.

• Sound knowledge of aviation accident and incident investigation procedures, quality assurance systems and safety programme management;

• Working knowledge of the procedures for aerodrome perimeter security and dangerous goods.

.KEY NON-TECHNICAL COMPETENCIES REQUIRED:

• Sound supervisory management and interpersonal skills

• Sound investigative, analytical, problem solving and decision-making skills

• Sound planning, organizing and time-management skills

• Proficiency in Microsoft Office suite

• Effective oral and written communication skills
