As the Public Safety Communications Center Director, you will ensure the continuing operation of the Public Safety Communications Center (PSCC).

Public Safety Communications Center Director

Serves in the Public Safety Communications Center (PSCC) in the Office of Public Safety, located at Ronald Reagan Washington National Airport.

Manages the communications for police, fire, and emergency medical services (EMS) at Ronald Reagan Washington National Airport (DCA), Washington Dulles International Airport (IAD), along the Dulles Toll Road (DTR), and mutual aid resources. Performs related functions.

GENERAL RESPONSIBILITIES

Oversees all operational and administrative functions of the PSCC.

Oversees the Public Safety Communications Center Assistant Director in ensuring the staffing and resources are available to maintain 24/7 coverage of the PSCC.

Collaborates closely with the Authority in conducting the Authority’s vision, mission, and objectives for the PSCC.

Provides advice and guidance to the VP of Public Safety, the MWAA Fire and Police Chief and other Airport Officials on PSCC operations and programs.

Keeps abreast of the field operations of police, fire, and emergency medical services (EMS) communications, specifically as it relates to airports operations and emergency personnel.

Directs the Public Safety Communications Center Assistant Directors in the development of budgets, capital requirements, administrative duties, and all other duties as assigned in support of operating plans.

Oversees the management, installation, operations, and maintenance of all PSCC equipment, communications devices, and computer and data system interfaces.

Reviews and analyzes management information reports to identify deficiencies in operations, policies, and procedures as a means of implementing changes to improve the efficiency and effectiveness of the Department.

Collaborates with the IT Department for the development of long-range technology plans for the Department

Reviews existing operating practices, procedures, and protocols for the PSCC. Develops and implements new or improved practices, procedures, and protocols for the PSCC.

Ensures that the Standard Operating Procedures manual is reviewed and updated

Ensures quality of service and professional development goals are met.

Establishes and maintains cooperative working arrangements for the provision of mutual aid services with participating jurisdictions.

Participates in Federal, state, regional, local, and national organizations regarding public safety.

Keeps Vice President for Public Safety advised of critical or sensitive issues and provides advice and guidance regarding communications operations and programs.

Provides credible testimony in court.

Performs other duties as assigned.

QUALIFICATIONS

Nine years of progressively responsible experience in public safety, with four of the nine years of experience being senior-management experience (e.g., director/administrator/chief, assistant/deputy director or equivalent) in the public safety administration and operations.

Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.

Knowledge of and ability to apply Federal, state, and local laws, rules, and regulations related to emergency communications.

Knowledge of and ability to work with law enforcement, fire and EMS, public safety, and emergency responders to dispatch appropriate response.

Knowledge of Virginia Criminal Information Network (VCIN) and National Crime Information Center (NCIC) and the ability to ensure compliance with VCIN and NCIC requirements and procedures.

Ability to make detailed analyses of data and information and make recommendations.

Ability to speak and write in English effectively, including using appropriate and effective tone of voice and other speech characteristics to give clear instructions.

Skill in using a computer, modern office suite software, with emphasis on computer-aided dispatch systems and public safety databases.

PREFERRED QUALIFICATIONS

A bachelor’s degree or higher in Public Safety Administration, Emergency Management, Business Administration, or related field.

Significant experience as a supervisor in emergency communication or in a related field.

Certification as a Communications Training Officer (CTO) from the Association of Public-Safety Communications Officials (APCO) International, or an equivalent certification.

Certification as a Registered Public Safety Leader (RPL) or Emergency Number Professional (ENP)

Ability to speak one (or more) languages other than English.

EDUCATION

A high school diploma or a Certificate of General Education Development (GED).

CERTIFICATIONS AND LICENSES REQUIRED

A state driver’s license in good standing.

Certification as a NCIC\VCIN Operator within 6 months of hire, promotion, or placement in the job.

Certificate of Incident Management System (ICS) 100, 200, 700 and 800 must be obtained within 6 months.  ICS 300, 400 must be obtained within 1 year through the Federal Emergency Management Agency Emergency Management Institute. (FEMA)

Certification as a VCIN Operator or obtain or recertify VCIN Operator certification within 6 months of hire, promotion, or placement in the job.

NECESSARY SPECIAL FACTORS

Pass comprehensive medical examination including drug screening and vision.

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.

May be required to report to work during times of inclement weather and/or during emergencies.

May be subject to hold over or recall on a 24-hour basis for essential services and emergencies. 

A background security investigation will be required for all new hires.
