COMPENSATION

$97,850 -$133,900 annually + a generous benefits package to include medical, dental, vision and 10% employer paid 401A through VOYA Financial.

*Hiring Salary Range: $97,850-$115,875

(starting salary will be within this range based upon qualifications)

SUMMARY

An employee in this class is responsible for managing the adoption, implementation and administration of the safety management system, as well as compliance with federally mandated programs including Title VI, Environmental Justice, Limited English Proficiency and the Americans with Disability Act. Incumbents in this position report directly to the Director of Operations. The Safey Management System Manager administers the Agency’s SMS program; interacts with vendors and suppliers regarding requirements and security programs; and performs related duties as assigned.

JOB RESPONSIBILITIES

Important and essential duties may include, but are not limited to the following:

  • Assists in developing and implementation of SMS for Ontario International Airport (ONT).

  • Develops, implements and maintains SMS Manual and ensures compliance with all Federal, State and Local laws, rules and regulations including but not limited to the FAA and Foreign regulations, Ontario International Airport Authority (OIAA) Administrative Directives, Airport rules and Regulations and the Airport Operating Certificate.

  • Serves as a point of contact and conducts timely and comprehensive investigations notes of all accidents and safety incidents into SMS and prepares factual reports to appropriate divisions summarizing the circumstances and root causes of the accident or incident and follows up with process audits, recommended corrective and preventative action to be taken by the division

  • Develops, implements, and maintains communication systems for distributing safety information to employees and tenants as part of Safety Promotion. 

  • Plans, develops, promotes, and administers safety education programs with respect to the SMS Manual.  Communicates information, trends and safety statistics via reports to the OIAA Executive Team.

  • Acts as a resource to and liaison between OIAA divisions and various departments within ONT as well as external customers, vendors, contractors, and other regulatory agencies such as the FAA, National Transportation Safety Board, and other Aviation industry safety organizations.

  • Prepares reports, administers budget and controls expenditures of the department where appropriate.

  • Monitors industry safety concerns that may impact the OIAA and ONT operations. Ensure compliance with all Federal, State, and Local Laws, rules and codes are followed with respect to safety (which includes Airside and Landside of ONT) to ensure safety assurance through audits.

  • Attends meetings with various levels of management, aviation industry related organizations, external contacts, and regulatory agencies.  Takes necessary action regarding agenda items.

  • Develops and manages an OIAA data-driven safety related system.

  • Interviews, selects, supervises, develops, evaluates, counsels and coordinates with human resources if discipline of staff is involved in accordance with OIAA policies, procedures and guidelines.

PROFILE OF THE IDEAL CANDIDATE

  • Possesses subject matter experience and a track record of accomplishment in all or many of the disciplines outlined previously in this job description

  • Possesses strong written and oral communication skills

  • Possesses a working knowledge of basic office procedures

  • Possesses the ability to learn and understand database programs

  • Possesses the ability to learn and understand ONT programs and operations; to understand, apply, and explain policies and procedural requirements; to read and review documents for accuracy

  • Ability to interpret applicable laws, codes and regulations, FAA documents and regulatory requirements (i.e. Part 139)

  • Possesses the knowledge of aeronautical system, safety, and SMS processes

  • Ability to plan and organize work to meet schedules and timelines

  • Ability to analyze situations and identify an effective course of action to solve inquiries, problems and complaints

  • Ability to demonstrate flexibility, creativity, and sensitivity in response to changing situations and needs; to use initiative and sound judgement within established procedural guidelines

  • Ability to interact effectively and courteously with employees, tenants, contractors, and the public in an international aviation environment

  • Ability to maintain confidentiality in handling all documentation and data

  • Ability to handle high-profile incidents effectively, appropriately and tactfully

  • Ability to understand and apply complex policies and procedures fairly and consistently

  • Ability to effectively plan and implement special operations to address specific security needs

  • Ability to evaluate and prepare clear and concise reports

  • Ability to act as a safety advocate and ambassador for the OIAA

  • Ability to consistently demonstrate the Core Values of OIAA

MINIMUM QUALIFICATIONS

Any combination of education, training, and experience that would likely provide the knowledge, skills, and abilities to successfully perform in the position.

  • Bachelor’s degree from an accredited college or university in Business, Risk, or a related field is required.

  • Minimum of three (3) to five (5) years of increasingly responsible experience in the administration of risk management, safety, or similar programs.

  • SMS Certification upon hire or within (6) months of employment.

  • OSHA Certification upon hire or within (6) months of employment

  • Proven experience in an aviation environment and knowledge of FAA regulations

  • Proficiency in Microsoft Office including Word, Excel, PowerPoint, Outlook and database programs.

LICENSES / CERTIFICATION

  • Ability to pass all background / reference checks, knowledge examinations, as well as aptitude tests necessary to obtain an OIAA employee badge at ONT.

PHYSICAL DEMANDS

  • Finger dexterity to utilize a keyboard to input information on a computer

  • Ability to frequently lift and carry files and other media weighing up to twenty-five (25) pounds up to a distance of approximately 20 feet

WORK ENVIRONMENT

  • This position primarily operates in a professional climate-controlled office environment

  • Terminal areas, including those areas not open to the public

  • Non climate-controlled aircraft hangers

  • Domestic and international air travel to support OIAA operations

  • This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines

This is an at-will, exempt position. Only a valid and properly executed employment agreement may alter status as an at-will employee. Verbal contracts are not valid. The employment relationship may be terminated at the will of either party upon notice to the other. As an at-will employee, there would not be an established property interest in continued employment with OIAA.
