Boeing Defense, Space and Security (BDS) is seeking an experienced Senior Program Manager - UK E-7 Flight Test (Level M) to manage our 3 aircraft through their Flight Test Program and Delivery for the UK E-7 Program. This role requires a strategic leader with deep expertise in test risk management and cross-functional coordination to ensure program success and will report to the UK E-7 Program Director. The ideal candidate will have a strong background in flight testing with a track record of delivering complex programs on schedule and within budget. Initially, this role will be based in Oklahoma City, OK or Tukwila, WA.

This position requires significant travel to the UK, including extended stays at the production site in Birmingham, UK, and the test sites in Boscombe Down, UK and Lossiemouth, Scotland. A long-term expatriate assignment may be required depending on program needs.

Key Responsibilities

  • Program Leadership: Oversee the planning and execution of the flight test program, ensuring alignment with technical, schedule, and cost objectives.
  • Cross-Functional Coordination: Lead collaboration between engineering, test pilots & test team, suppliers, and customers to ensure seamless test execution.
  • International Operations Management: Work closely with teams across multiple locations, including the production site in Birmingham and the flight test site in Lossiemouth.
  • Risk & Issue Management: Identify potential risks, develop mitigation strategies, and proactively address issues that arise during the test program.
  • Budget & Schedule Oversight: Manage program budget, track financial performance, and drive efficiencies while meeting contractual requirements.
  • Customer & Stakeholder Engagement: Serve as the primary interface with internal and external stakeholders, including senior leadership, government agencies, and customers.
  • Data Analysis & Reporting: Oversee test data collection, analysis, and reporting to inform program decisions and future design improvements.
     

This position requires an active U.S. Secret Security Clearance (U.S. Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active)

Basic Qualifications (Required Skills/Experience):

  • 5+ years of experience in program management
  • 5+ years of experience in military aircraft test operations, flight test engineering operations and/or flight test maintenance operations
  • Experience with Earned Value Management (EVM)
  • 5+ years of experience in creating and managing technical Risk and Opportunity (RIO) evaluations of cost and schedule impacts
  • Experience in a role that required excellent stakeholder management skills including the ability to communicate with and influence people from varying backgrounds, including members of senior leadership teams
  • Willing and able to travel both domestically and internationally 50% of the time

Preferred Qualifications (Desired Skills/Experience):

  • Ability to travel extensively to the UK, with potential for an expatriate assignment.
  • A Bachelor's Degree or higher
  • Experience with commercial derivative military flight test programs

Travel:

Role is responsible for managing and overseeing the aircraft through their lifecycle from Birmingham to Boscombe Down to Lossiemouth, Scotland. At least 50% travel will be required.

Pay is based upon candidate experience and qualifications, as well as market and business considerations.

Summary pay range for:

Oklahoma City, OK: $167,450 – $226,550

Tukwila, WA: $192,950 - $261,050
