CLASS SUMMARY:
Manages day-to-day security operations and directs the security efforts to ensure the Cincinnati/Northern Kentucky International Airport (CVG) meets Transportation Security Administration (TSA) regulations and requirements. Maintains all aspects of the airport security program. Responsibilities include periodic reviews of TSA security directives, Federal Rules and Administrative Orders to meet federally required airport standards and liaison between the Airport and the Transportation Security Administration. Shall direct and supervise Public Safety Assistants (PSAs), ID Department, and private security contracts.
ESSENTIAL DUTIES:
This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the department.
- Acts as the primary Airport Security Coordinator for the CVG Airport Authority which governs the CVG Airport.
- Performs perimeter, terminal and grounds inspections to ensure compliance with Transportation Security Administration directives, federal regulations (49 CFR 1542), and airport rules and regulations, policies and lease agreements.
- Reviews and monitors the results of access investigations required under 49 CFR 1542.
- Serves as airport’s primary contact for security-related matters and communications with Transportation Security Administration (TSA).
- Researches issues and prepares responses to official inquiries or Letters of Investigation from the TSA.
- Gives directions to air carriers, tenants, concessionaires, contractors, travelers and others to obtain compliance with security requirements.
- Responsible for all contract management activities as documented in KCAB Policy 1014, Contract Management. As the subject matter expert responsible for all key aspects of contract management ensuring KCAB’s interests are represented in any business activities regarding the agreement. Prepares Request for Proposals (RFPs), bid specifications, and negotiates contracts.
- Participates in the design, planning and testing of response procedures to ensure the effective mobilization of protective, safety and relief services for the airport in security related emergencies or disasters.
- Updates and maintains CVG Airport Security Program.
- Reviews criminal history record checks to verify compliance with federal regulations. Prepares documentation to request additional information when needed and/or is able to professionally explain to an applicant the reason for a denial of a SIDA badge.
- Designs and conducts training of employees, tenants and/or contractors (during all shifts) regarding security issues, special access issues, vehicle inspections and other programs as needed.
- Designs and provides specific training and oversight for contract security guard service.
- Provides oversight of the ID department personnel, operation, and budget.
- Provides oversight of the escorting PSA group personnel, operation, and budget.
- Determines level or areas of access needed by each employee or entity, the need and extent of non-movement area driving authority for airport tenants and contractors and the need and extent of access to the Airport security camera system.
- Provides guidance to the lock shop regarding access/distribution of keys to employees, tenants and contractors.
- Performs other duties of a similar nature and level as assigned.
TRAINING AND EXPERIENCE:
Bachelor’s degree in a related field to the area of assignment and five years of related experience including two years of supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
LICENSING/CERTIFICATIONS:
- Maintain Security Identification Display Area (SIDA) clearance.
- Maintain Criminal Justice Information Security (CJIS) clearance.
- Airport Security Coordinator Certification completed within six (6) months of start date.
KNOWLEDGE OF:
- Transportation Security Administration security directives;
- Federal security regulations (49 CFR 1540 and 1542);
- Airport Security Program requirements.
SKILL IN:
- Clearly and effectively communicating, negotiating and advocating, both orally and in writing;
- Use of a variety of computer-based technologies including word processing, and spreadsheets;
- Establishing and maintaining effective, fair, cooperative, collaborative and respectful relationships with diverse internal and external colleagues, peers, work teams and workgroups;
- Comprehension and dissemination of security requirements to airport employees and tenants;
- Demonstrated skill in use of independent judgment.

Positions in this class typically require: walking, talking, hearing, and seeing.
Light Work: exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects.
