Position Summary 

UH-60M Avionics Mechanic Supervisor (AMS; 15N): This is not a flying position. The AMS conducts training, including classroom academics and hands-on demonstration of LAF maintenance personnel with focus on the skills of a U.S. Army 15N Avionics Mechanic.    

Role and Responsibilities

  • Background: The Lithuanian Air Force has purchased 4 UH-60M Utility Helicopters as part of their Air Force Aviation modernization. The delivery schedule is currently projected to have two (2) UH-60M delivered in May 2025. The LAF currently have Mi-8 aircraft as their primary means of search and Rescue (SAR) and Troop Transport. They have experienced Pilots; however, they do lack expertise and experience with UH-60M operations and maintenance. To address this capability gap, the Security Assistance Training Management Organization (SATMO) has a requirement to provide a TAFT; The TAFT will provide initial and ongoing training to the Lithuanian Air Force (LAF). The LAF soldiers will have attended U.S based pilot and maintenance training coordinated by Security Assistance Training Field Activity and the U.S. Training and Doctrine Command (TRADOC) entailing U/.S. equivalent Military Occupational Specialty training.
  • Scope: The TAFT mission will be focused on providing appropriate training to LAF on the proper operation and maintenance of the aircraft that will comprise the Lithuanian Air Force UH-60M Blackhawk Utility Company. The goal of 100% of available pilots to achieve Readiness Level 1, 50% of available LAF Maintainers to achieve 30 Level standards with the rest to achieve a minimum of 20 Level Standards, and all 30 Level LAF maintainers to receive Technical Inspector (TI) training. Training records will be maintained and documented to track progression. TAFT operations will primarily be conducted at Siauliai Air Base, Lithuania, but the TAFT Team may occasionally be required to operate at other locations in Poland (receiving seaport, gunnery, exercises, etc.) on a temporary basis. Long-duration changes to the duty location are anticipated but would require Contracting Officer (KO) approval. In essence, all events that the TAFT may support must be classified as training opportunities to LAF and not operational in nature. TAFT personnel will conduct progression, maintenance operations and all maintenance functions, gunnery operations, Instructor Pilot (IP) and Maintenance Test Pilot (MTP) progression, Pilot in Command development, Standard Operating Procedures (SOP), and Standardization Program development while supporting this mission. 
  • Outcome Oriented Goal 1: The overall objective of the TAFT is to train, assist and assist the LAF in building a mission-ready UH-60M Utility Helicopter Company with appropriately trained instructor pilots, maintenance test pilots, non-rated crewmembers (NRCM) and maintenance support personnel capable of supporting its primary mission of Search and Rescue, Fire Fighting, Gunnery Operations and Transportation. The long-term objective of this training is to develop an organic training capability within the LAF to allow long-term sustainment of this force. The purpose of the TAFT is to continue to build LAF capacity and expertise.
  • Outcome Oriented Goal 2: Train, advise and Assist the LAF in developing UH-60M SOPs, Ground Operating Procedures and Flight Operating Procedures.
  • Outcome Oriented Goal 3: Assist the LAF to establish effective UH-60M related training, standardization and maintenance programs.

Skills and Experience Required

  • UH-60M Avionics Mechanic Supervisor (AMS; 15N): This is not a flying position. The AMS conducts training, including classroom academics and hands-on demonstration of LAF maintenance personnel with focus on the skills of a U.S. Army 15N Avionics Mechanic.

 Training, qualifications, and experience for this position are: 

  • Must be previously qualified as a school trained U.S. Army 15N Avionics Mechanic. (MOS 15N).
  • Must have, at least, five (5) years of experience performing or supervising US Army Aviation maintenance programs.
  • Must have experience as an Avionics Section Supervisor with experience in repairing, replacing, troubleshooting and performing operational and preventive checks and alignments on aircraft flight controls, stabilization systems. Avionics and controlled cryptographic equipment.
  • Experience performing avionics maintenance on UH-60M’s is highly desirable.
  • Must be capable of providing expert-level technical mentorship to Lithuanian Air Force UH-60M Squadron Senior Leaders, Engineering Officers, and Senior Maintenance Technicians.
  • Previous Security Assistance Team experience is desired.

  • Flight time and operational experience will be considered to meet the experience stated above based on a records review by the GFR IAW DCMA INST 8210-1D.

Key Responsibilities:

  • Advise Lithuanian Air Force on UH-60M Avionics Maintenance and Processes.
  • Flight time and operational experience will be considered to meet the experience stated above based on a records review by the GFR IAW DCMA INST 8210-1D.
  • Must meet instructor qualification requirements IAW TR 350-10, TR 350-70.
  • Contractors performing flight operations in the role of Rated Crewmember (Instructor Pilot, Instrument Flight Examiner, Standardization Instructor Pilot, Maintenance Test Pilot, Functional Check Pilot) or Non-Rated Crewmember (Flight Engineer Instructor, Flight Instructor, Crew Chief) shall adhere to minimum qualifications as prescribed by DCMA INST 8210.1D.
  • All flying Contractor members must meet the qualification requirements of DCMA INST 8210.1D (AR 95-20) dated February 6, 2023.  
  • All Contractors must be able to conduct effective classroom and non-classroom formal and informal training to PAF in their areas of expertise.
  • Contractor personnel performing work under this contract shall be able to read, write, speak, and understand the English language to effectively carry out all requirements associated with this PWS. They shall have a command of both the written and spoken English language to properly, clearly, and effectively communicate in person or via electronic devices (telephone or Email) with co-workers, customers, and the public.
  • Anti-Terrorism Program for Contractor Personnel Traveling Overseas. US based contractor employees shall complete JS-US007-14 - Level I Antiterrorism Awareness Training Course prior to travelling to Poland. The training is available at:   IAW PARC Policy Alert 14-33, Homeland Security Presidential Directive 12 (HSPD-12).
  • OPSEC Training. Per AR 530-1, Operations Security, new contract employees shall complete Level I OPSEC training within 60 calendar days of their reporting for duty and annually thereafter.  
  • Theater Clearance: The Contractor will meet all requirements for travel to Morocco listed in the Electronic Foreign Clearance Guide ( ) for all TAFT and company personnel. The Contractor will request Theater Clearance via the Aircraft and Personnel Automated Clearance System (APACS),   . Travel Tracker/Individual Antiterrorism Plan (TT/IAP) is not required for US Army Personnel or US Army Contractors.

Position Type and Expected Hours of Work
This is a full-time position. The contractor shall be responsible for providing services, between the hours of 7:30 AM – 4:30 PM Lithuania local time, Monday through Friday, except holidays or when the Polish government facility is closed due to local or national emergencies, administrative closings or similar government directed facility closings. To accommodate night-time flights, with preapproval by the COR, the contractor may establish shift work hours to accommodate mission schedule requirements. No overtime (OT) is authorized. Contractor personnel shall not exceed a 40-hour work week without COR notification and approval; flexible work schedule may be considered.

The Contractor Site Lead may adjust the duty day start and end times based on local requirements. The Contractor Site Lead shall designate an alternate duty location for non-holiday PAF facility closings. If time or location are adjusted, the Contractor must coordinate with country’s Government and COR.

Foreign Area Counter Terrorism (FACT) Course Training (five [5] business days). Security Assistance Team Training Orientation Course (SATTOC)e Training (five [5] business days). The Contractor shall report to Building C3832, Ardennes St., Fort Bragg, NC to attend the FACT /SATTOC courses after training development and immediately prior to deploying. TAFT members may be required to participate in evasive driving training and handgun firing range training while attending the FACT course. If the FACT training dates do not correspond with the required start date, another location may be selected at the discretion of the COR.

Period of Performance:  The Base Year Period of Performance for this contract will consist of one (1) year (12 Months) with four (4) Option Years (48 months).

TAFT personnel are prohibited from participating in any combat or combat-related mission. TAFT personnel are also PROHIBITED from participating in any operational missions of any kind except as may be required in the conduct of on-the-job training in the operation and maintenance of equipment or supporting systems.  All requests and/or participation in operational missions will be discussed with the COR prior to performing and the details shall be included in the contractor’s monthly reports to the COR.

TAFT personnel are PROHIBITED from participating in any flying exhibition on PAF aircraft, unless providing instruction or training to an PAF pilot during such events. All requests and/or participation in the flying exhibition will be discussed with the COR prior to performing and the details shall be included in the contractor’s monthly reports to the COR.

The work to be performed under this contract will primarily be performed at the Siaulia Air Base, Lithuania (primary). Pre-deployment and post-deployment performance shall be accomplished at CONUS locations.

The Contractor may be required to perform at alternate locations throughout the country to support collective training activities. Trips to alternate locations (outside 50-mile radius of the place of performance) must be preapproved by the COR. The contractor should be prepared to conduct trips to support training. Each off-site outside 50-mile radius will be considered TDY.

Travel requirements are: Generally, None. However, TDY by exception with COR Approval and Funding
